NEW DELHI: Use of mobile phone “solely for navigation” while driving won’t attract fine, the road transport ministry has proposed in an amendment to the Motor Vehicle (Driving) Regulations. The ministry has also proposed another change, giving option of carrying documents in “physical or electronic form” instead of the original ones.
Mobile phones will be allowed with a rider that device doesn’t disturb the driver’s concentration. Currently, the law prohibits use of “any hand-held mobile phone or other communication device” while driving. It also says that no trainer or supervisor shall use a mobile phone or other communication device while training or supervising a learner driver. Sources said the changes are being made considering that in most cases, drivers are using mobile phones for navigation.
Director General of Police and chairman of Telangana Road Safety Authority T Krishna Prasad said CCTV cameras can’t capture whether a driver is using a phone only for navigation or talking, if it is put on the dashboard. “If one is holding it and making a call while driving, cameras can catch it. At a time when we are going for IT-based enforcement, it’s better to allow only in-built navigation feature provided by the vehicle manufacturers. While framing any rules, we need to see how and whether it can be enforced,” he said.
Regarding documents, the onus will be on traffic police or the transport department. “After inspection of the documents in electronic form, if they are found to be valid and in force, physical forms of such documents shall not be demanded for inspection, including in cases where there is an offence made out necessitating seizure of any such documents,” the draft notification said.
